Secondly, this is not just an issue that we just go and pick an answer from Governor Kidero, the Cabinet Secretary or the Inspector-General. This is an issue where you invite those people to come to that committee. The Senator of Nairobi should also be in that committee as an interested party. We will then ventilate the issue, so that what we bring here are not the kind of things where if we ask the Majority Leader, he will say: “I defer” because he does not have the totality of the answers. Mr. Speaker, Sir, for this question to be answered well, we need a committee. That committee must be able to sit down and ask itself about what needs to be done, including the implementation of the Urban Areas and Cities Act, whose provisions require that there should be a close working relationship between the county and national governments. So, to give this issue the weight that it deserves, I suggest--- Sen. Wako was imagining that literally Sen. (Prof.) Kindiki is the Prime Minister. That is not true. Therefore, I request that this issue be handled at committee level and not as a one man committee."
