    "content": "Hon. Speaker, consultations tones are quite high. The inclusive participation of all the key players within the county is quite important. For example, it is quite clear that without consensus building, without engagement to agree on broad-based priorities of development within the counties, it would be very difficult for a particular individual alone to articulate the priorities of the counties. This forum will provide a very important opportunity where consensus is going to be built from the ward level through the sub- county level to the county level. These three are levels of involvement where all interested parties will be given an opportunity to air their views, so as to eliminate the constant complaint that:“We were not consulted”. This is a very important Bill if it is taken with the right spirit. However, this Bill can also be used negatively to frustrate county governors."
