    "content": "Thank you, hon. Speaker. Therefore I am saying that, if this Bill is not given the right spirit, it can be used to frustrate county governments. But my prayer is that this Bill is going to be received with the right spirit, the spirit of enhancing devolution and good governance. This Bill will create a forum where all the views are going to be heard and taken into account. It is important to note that there is no single individual in the world, or even in this country, who has a monopoly of good ideas. Good ideas are with the people. The purpose of this Bill is to identify good ideas, add value, domesticate and harmonize them for the development of the county.
