    "content": "Thirdly, this Bill will enhance transparency. This means playing according to the rules that have been generally discussed and agreed within the county structure and other structures that have been created. Fourthly, this Bill will enhance accountability because all the people who are involved will say that this is exactly what they agreed, and this is where they want to go. Therefore, anybody who will go against the general consensus will be held accountable not by one person but by the entire county. This is because the entire county will have agreed on how to use resources."
