    "content": "Hon. Speaker, this is something that is very fundamental to me. You cannot wish it away and say that we will handle it at the third stage. You must rule for us whether, in your opinion, the issues that are canvassed in the Bill and the issues you want raised are constitutional. This is very important. We cannot just make a law and say that we will leave it to the courts to decide. On the face of it, the law we are passing thrives on the face of the Constitution. We cannot proceed! We cannot make a law in vain."
