    "content": "I want to also propose an amendment that we delete Part 91(b) and (c) which proposes to set two other boards at the sub-county level and the ward level. We have been talking in this country about lowering costs of operations. If you look at the roles of those two other boards that are proposed in the Bill at the constituency and ward level, it is completely duplication. I propose that this should be deleted in the spirit of saving costs and offering an opportunity to avoid duplication because this will duplicate the board at the county level."
