    "content": "I would like to begin my contribution by saying that I fully support the Bill as it is. First, we must respect the Senate because they are the ones who deal with county issues. I would like to say categorically that men and women who are in the Senate are people with integrity and have worked as legislators before. So, what have they done? They found that there were some difficulties in the way the counties were being administered. We are all aware that a lot of money is stuck in the governors’ places. So, they are trying to help.
