    "content": "The issue is that they are looking for a social development fund. The way the governors have been doing their work, leaves a lot to be desired. When you look at the absorption rate, in the report that has just been given by the Controller of budget, it has been very low. This is because they are not involving other elected leaders. Where I come from, we have tried as elected leaders to have a forum and share with the governor, but this has been in vain. This is not only happening where I come from, but in so many other counties. We have looked for a forum to discuss and it is not forth coming. We only meet in funerals, fundraisings or churches."
