    "content": "If you say that it is the issue of separation of powers, I do not see how it plays out here. All we are saying is that this Board is simply a forum. In fact, it is not an executive board. It is for bringing people together. If you look at its composition, the Members who are sitting in this Board are all elected and nominated. It is very inclusive and this is why a Member of Parliament sitting in this Board will represent his constituency. So, every constituency in the county will be represented and heard at this level. Of course, we now know that governors are sometimes developing some of the constituencies and excluding others, where they did not have support.
