    "content": "Today I was at a police station. The victim had paid a fine. When he went to the police station to pick up his vehicle, he was told to pay another Kshs5,000 for breakdown services. What is happening in the City of Nairobi is unacceptable. I would like the House not to just focus on City Hall. We should also address the issues of police harassment and corruption. Every day, police officers demand cash from matatu crews amidst threats of arresting them. Therefore, we also have to look for ways of tackling the issue of harassment and corruption involving the police."
