    "content": "The Constitution is very clear that there has to be consultations. We also need to add another clause to say that there has to be consultations and consensus because in some cases, the county governments just hold meetings and assume that the general population has agreed with them. This has to be replicated in other towns. Let the county governments and the governors consult widely and have consensus so that we do not have this kind of situation."
