"content": "Let me drive my point home; I want to believe that the Bill we are debating might not be constitutional; just indulge me, hon. Temporary Deputy Speaker. “The object and purpose of this Bill is to amend the National Flag, Emblems and Names Act (Cap. 99) to reserve the flying of the national flag on motor vehicles to the following State officers: the President, the Deputy-President, the Chief Justice, the Speaker of the National Assembly and the Speaker of the Senate. The flying of flags on motor vehicles by designated state officers is presently governed---” It goes on to say “(3) A person who contravenes subsection (l) commits an offence and shall be liable, on conviction, to a fine not exceeding one million shillings or to imprisonment for a term not exceeding five years, or both.”"
