    "content": " Mr. Deputy Speaker, Sir, I also join my colleagues in congratulating the Minister for a job well done. Nobody knows well enough the importance of a good Judiciary than the people of northern Kenya where bills of rights and human rights have been abused. So, the hope is that we have a new dawn. We have a Supreme Court that is going to really make a big difference. The Bill is timely because the interpretation of the new Constitution is becoming an issue. Everybody is trying to interpret the Constitution. That will be a major remover of obstacles about interpretation of the Constitution. This country has seen terrible abuses of human rights. It is my hope that once we have a clean Judiciary, as we are going to have, abuse of human rights will be a thing of the past. Every Kenyan, irrespective of where he is born in this country, will be shielded under the same law. Every Kenyan will be entitled to the same benefits as any other Kenyan. There will be no second class citizens in this country."
