    "content": "I have spoken to the provisions of Article 9, which provide for the symbols of our nation. Once we recognise these symbols as our national symbols – the national flag, the National Anthem, the court of arms and the public seal – we must also define how these national symbols shall be used by anybody in our Republic. We are saying that we must limit the utility of these symbols. For example, we cannot have the public seal being used by every Kenyan in whichever ways they wish to use it. I believe that this point is within the law. We should define how our national symbols should be used."
