    "content": "On a point of order, hon. Temporary Deputy Speaker. From previous Speakers’ rulings, it came out very clearly that a House can only debate Bills that are constitutional. The Chair has ruled time and again that in the event that this House is doubtful about the constitutionality of a Bill, the best thing to do is to stop the discussion at the point of doubt and seek a proper ruling. I am saying this because it will be out of order for this House to debate something in vain. If the Speaker will rule that this issue is unconstitutional, the time spent in debating the Bill will have been wasted. This House cannot spend time in vain."
