"content": "good job. When a young institution like that one seems to be working well, we should empower it, just like the Report is recommending more funding to them. Mr. Speaker, Sir, still on the issue of research - I do not know about the environmental impact as a result of drilling of the wells - An area like Baringo has problems of flooding not because of the water from the rain but it is due to the geological effects where the underground is pressurized and it comes up. So, we do not know whether it is affected by the drilling or there are other factors. Therefore, more research needs to be done. It is also good to note that we have very few experts in that area. It is good to know the effects of such projects on the environment. Mr. Speaker, Sir, I will just conclude by saying that there is a lot of money used to develop infrastructure around those wells. You will find that there many roads being constructed in those areas. In some of those areas accessibility is a problem and if you need to put up infrastructure then you need big machines. Those machines are very heavy and the development of infrastructure takes some little bit of time. Therefore, as much as infrastructure is done along those wells, the county government should be brought on board so that the Ministry in charge of infrastructure can also improve the existing projects so that the residents can take advantage. Mr. Speaker, Sir, regarding the issue of water, just like the Chairman had indicated, in some areas, there is a lot of water. Water is a resource. There are some areas with problems of water like Nakuru and Kajiado. So, I would say that we need to bring together the various sectors so that they can work together. These include the water sector, the energy sector and the county governments. When they work together, all the available resources can be fully utilized for the benefit of mwananchi and the counties. With those few remarks, I support and say that the Committee did a good job."
