    "content": "Mr. Deputy Speaker, Sir, I beg to give notice of the following Motion:- THAT, aware that the Bill of Rights in the Constitution is an integral part of Kenya’s democratic state and its framework for social, economic and cultural policies whose main objective is recognition and protection of human rights to among other things preserve the dignity of individuals and to promote social justice; recognizing that many Kenyans suffered from human rights abuses perpetrated by government agencies especially between 1970s and 1980s including detention without trial and against those suspected of complicity in the coup attempt of August 1982; noting with concern that the victims of these abuses were treated inhumanly leading to painful deaths while others were dismissed from employment exposing them and all their families to undignified social, economic and psychological conditions; further noting that the High Court has in the past awarded several former detainees millions of shillings in damages for torture, concerned that most of the surviving victims are poor and cannot afford to access the court processes, this Senate calls on the The electronic version of the Senate Hansard Report is for information purposes only.
