I am at a loss on two different Motions that the Senate Minority Leader has repeatedly said “I invite somebody to make an amendment.” I was assuming that these two Motions, before they came here, they passed through the Rules and Business Committee (RBC), where both the Senate Majority and Minority Leaders sit. Could it be that we are being treated to Business that is strange to the RBC or is it that the Senate Minority Leader is still celebrating his victory in Bungoma?"
