    "content": "The Chairman has mentioned in his Report that along the way the Committee also decided to do additional work, which they had not been requested to do by showing how the project will impact on the economy of this country. This was not part of the Statement. I am wondering why they did not find it prudent to also do additional work and undertake a comparative study on the cost of this railway line vis-à-vis railway lines in other countries, whether they are dual track or single track, and whether they are electric or locomotive. The Chairman has gone on to say that the Railway Training Institute (RTI) will become a hub for training in East and Central Africa. The Chairman has tabled an agreement with the Ugandan Government, but he has not tabled any other agreement with the other East and Central African countries to the effect that the RTI will be a training hub for East and Central Africa."
