He has failed to put control systems in place in his own county and, as a result, he has failed to provide quarterly reports; he has failed to ensure that proper records of accounts are in place and because of all this mess, allowances have been paid to people who are not even members of staff plus irregular payments to other staff and all this. Mr. Speaker, Sir, if we are going to learn from this, we must all operate under the law, regulations and the procedures for our counties to succeed. Thank you, Mr. Speaker, Sir. I beg to support."
