    "content": "(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, regarding the first issue, yes, it is true the Government is in possession of the report that was handed over by a committee. That report was handed over to the President in the last months of the last administration. The operationalization of that report is taking place in accordance with Cap.102, which is the Commission of Inquires Act, and in accordance to the dictates of the new Constitution with regard to public inquiries. On the second issue, it is true churches, mosques and other places of worship are increasingly facing dire security constraints and threats. Normally, the policy of Government in matters of security is that of providing armed security to institutions and persons; and it is normally assessed based on the needs that that person or institution is facing. So, I think it is expected, therefore, in light of what has happened in the last few weeks that churches, mosques and other places of worship will formally request the Inspector-General of Police to provide security in every institution of worship to avoid the kinds of things that we have seen in our country in the past few months and weeks, especially the latest incident. That will be a genuine and quite appropriate request. But it has to be done formally not in burial meetings and other public places because there will be no avenue for follow up. It is hoped that those institutions will formally request for that security."
