    "content": "Madam Temporary Speaker, thank you for giving me this opportunity to contribute to this Motion. First and foremost, I wish to say that this is very embarrassing. It is a great shame to our nation. This is a nation which says that it has an education policy of free education until secondary level. The other day the whole country was in an election mode. Every political party had a manifesto indicating that they will offer free education from primary to secondary level but we still see schools withholding certificates. This is hypocrisy and double standards. Do we want to say that we have not had a government from 2006 or is it the Government which is not sensitive to the needs of students? I remember when the late Prof. Saitoti was the Minister for Education, parents were harassed left, right and centre and told that they must take their children to school.
