    "content": "Mr. Deputy Speaker, Sir, we have a Government that does not seem to recognize that we are living under a new constitutional dispensation. They continue to behave as if this country is under the old Constitution. They continue to wreck havoc on the rights of the citizens, which they have fought so hard for. It is time that this Government acknowledges that the people of Kenya deserve respect in accordance with the new Constitution. When will the Minister issue that Statement?"
