    "content": "When you look at this Report, when the Westgate terror attack happened information had been shared earlier and it indicates clearly that there was laxity by certain security agents like the police. Even as we give the recommendations, I think it is important that when people commit mistakes, they take responsibility for them. If people do not do that, by the end of the day so many citizens are at risk and that is not good."
