    "content": "I do not want to go into the issues that have been raised but it is very surprising that when the attack on Westgate happened, we saw the performance or lack of it, by our Cabinet Secretaries. I thought this Report was an opportunity for this House to audit the performance of the people we approve to hold exalted positions. That opportunity has been missed."
