Members are at liberty to do what they have been elected to do in this House – either reject or adopt a proposal – but I am pleading that they adopt this Report, because according to our findings, there was no specific and actionable intelligence to pin anybody down. That one I have to tell this House. We know what “general intelligence” is and what is “specific and actionable intelligence”.
