    "content": "It was published by the Ministry of Devolution and Planning. The hon. Member stated that there are 45 counties included in the list of those benefiting from the programme, including Nairobi and Tana River counties. He was more concerned that Tana River County, being part of the arid region, would greatly benefit from such a project. He had asked that our report should give reasons for exclusion of Tana River County. Two, he wanted to know whether any research was done to inform the decision to exclude Tana River County and, thirdly when the Ministry plans to undertake the same programme in Tana River County."
