"content": "On a point of order, hon. Temporary Deputy Chairlady. I was just wondering because previously we have dealt with proposed amendments on a clause before. If they are two, we handle one at a time. That is because I do not have an issue with the first one, but I have an issue on the second one. If you allow me - and I am not a lawyer - I have never heard of any legislation where you put “not less than”. It is usually “not more than” in terms of fines. This is going to be the first legislation of its kind and, therefore, I would advise my colleague to drop the second amendment and leave us with the first one, which I have no problem with. I have never heard of where you put “not less than” in terms of a fine."
