    "content": "Thank you, Mr. Deputy Speaker, Sir. I wish to second the Bill as stated by the Minister for Justice, National Cohesion and Constitutional Affairs. Mr. Deputy Speaker, Sir, this country has not had a Supreme Court before now. Under Section 163 of the Constitution, we did create through the Constitution the Supreme Court. The court is the highest in the ranking of the Judiciary. All appeals finally end at the Supreme Court and decisions of the supreme court---"
