    "content": "(Sen. (Prof.) Kindiki): Mr. Speaker, Sir, for the record, I agree with Sen. Kajwang that this Bill is properly here and that is something that we acknowledge. But I want to inform him that the mistakes of last year did not emanate from the Presidency. They emanated from misadvise along the way. In fact, the leadership of this House, on the Government side, did a lot of work to convince the national Executive so that when you see this Bill here, it is not here by default or by guesswork. It here because we exercised our role to give proper advice to the national executive that these Bills need to be considered by both Houses."
