    "content": "Thank you, Mr. Speaker, Sir. From the outset, let me indicate that I support the Motion on the transfer of the functions to the counties that is before this House. When we visited the counties to discuss and listen to their views on this issue, I was privileged to have chaired the cluster that listened to the appeals that were to be brought from the counties of Kirinyaga, Isiolo, Marsabit, Laikipia, Nyeri and Murang’a. From the start I must say that whereas the four counties appeared, the counties of Nyeri and Murang’a were not represented, neither had they filed any appeals with you or your office.
