"content": "So, I am saying this because it is related to what I am going to say. The National Law Commission, of which I am a member, is currently, because of the misdeeds of peacekeeping operations from other countries, developing a qualification on the responsibility of soldiers engaged in peacekeeping operations. We are now actually doing that. So, as I said, Kenya should be proud of our soldiers who are working in those places. Mr. Speaker, Sir, the other issue that I wanted to mention is the fact that the Senate and National Assembly have all the time to be involved in the issues of security. It was mentioned and true enough if you read the Constitution, it is Parliament which can bring laws; Parliament means the Senate and National Assembly. Parliament can bring laws to establish institutions relating to security issues."
