"content": "The second issue he raised is reasons for the delay in setting up the said directorate since 2007. The Nutrition and Dieticians Act, 2007 does not make express provision for creation of the Directorate of Nutrition and Dietetics Services in the Ministry of Health. In fact, the overall aim of the Act is regulation of professional standards for nutritionists and dieticians vested in an executive council and not the determination of functional structures of the Ministry of Health or any other part thereof. That being the case, this talk of a delay in setting up the Directorate of Nutrition and Dietetics Services in the Ministry of Health does not, therefore, arise. The Act only presumes that there will be a Director of Nutrition and Dietetics in the Ministry who will be a member of the council. Creation of directorates in the Ministry of Health, as is the case with other Ministries, remains a prerogative of the leadership in consultation with the PSC. Granted that most health services, including those related to nutrition, have been devolved to the counties, creation of a Directorate of Nutrition and Dietetics Services is not justifiable."
