We need to get to the bottom of this matter instead of addressing the symptoms. How come that money can be appropriated and at the end of the day it is not utilized? What is the reason behind this non-absorption of funds? What is making county governments not absorb funds? Is it the Public Procurement and Disposal Act? What is it?
