    "content": "Hon. Temporary Deputy Speaker, polytechnics are very important institutions for our youth. They accommodate people who may have problems in the society. Giving this money to the constituencies is one way of ensuring that every constituency benefits. Although the Constitution provides that polytechnics are under the counties, to date there is no single polytechnic that has been looked after by any county. I want to thank the Chairman; stating that this money will go directly to the constituencies is an assurance that the money will be used to elevate the already existing youth polytechnics or in construction of new polytechnics."
