    "content": "Hon. Temporary Deputy Speaker, there is one very worrying trend which is that of getting easy answers to complicated problems. The problem that we are facing in this country is a transitional one, where we are transiting and devolving the country up to the grassroots level to ensure more people have a stake in the resources of this nation. Before, only a few people had access to the resources of this country and, therefore, they could tap them at will and use the money the way they wanted. Now, when they try to do the same tapping, they realise some of the resources are not available because they are already devolved to the counties."
