Speaker, this financial year, the National Treasury, after consultation with all the stakeholders; that is the Commission on Revenue Allocation (CRA) and the Budget and Appropriations Committee has allocated Kshs226.6 billion. This is an equivalent of 43 per cent as per Article 203(2) of the Constitution which talks about the threshold of 15 per cent."
