    "content": "Another thing which I want to talk about is the Equalisation Fund. This is a very important Fund in this country because the drafters of the Constitution were actually looking at the disadvantaged areas. The Constitution requires that we actually allocate more funding to areas which are disadvantaged because of historical issues. It is stated in the Constitution that allocation be done to marginalized areas."
