    "content": "Thank you, hon. Speaker. I also rise to support this Bill and I want to start by saying that it is actually encouraging that more resources have been sent to the counties. You realize that we have moved to about 43 per cent of the revenue, which is going to the county governments. As we say this amount has increased as a House, we need also to bear in mind that the revenue we are using is actually for the Financial Year 2009/2010, which means we are about three years behind. I am just trying to imagine if we used last year’s revenue how that figure would be.
