    "content": "Hon. Speaker, counties are also encouraged to start their own emergency funds. To me, this is a very important proposal because we have realised that things will happen at the county level and we hear that there is no money. Roofs have been blown off and they need to be replaced but we hear that there is no money. Serious accidents have happened where people have passed on and we need money to assist in burials or to meet medical expenses and we are told there is no money. So, we also need to encourage county governments to start emergency funds so that they can help our people meet their needs as they arise."
