"content": "Thank you, hon. Deputy Speaker, for giving me this opportunity. I want to say that I support. However, even in supporting I wish to say, as a very good proponent of devolution, that the Budget and Appropriations Committee would have deemed it fit to actually add more money to the county governments. I know that many of us are still not very happy with the rates at which the governors are performing in many counties. However, hon. Deputy Speaker, I think the fact that they are not performing is not reason enough not to give them enough money, but it is reason enough for us to re-check how we are actually undertaking our transition. I think there is really a big problem on the issue of transition and the mandate that we are actually giving our counties. Hon. Deputy Speaker, actually, when I was walking in here, I spoke to the Chairman of the Constitutional Implementation Oversight Committee (CIOC) and I said that I am actually bringing a question to them very soon. That is because I think that Committee is sleeping on the job. The reason is that, even if you look at what some of our county assemblies are doing, it is not constitutional. For instance, I saw recently one of the county assemblies passing a law telling people how to dress or how not to dress. That is a human rights issue and no county assembly has the mandate to deal with issues like those. The electronic version of the Official Hansard Report is for information purposesonly.
