    "content": "Thank you very much, hon. Deputy Speaker. I rise to oppose this Bill in its current form. The consideration and passage of this Bill is one of the most important functions of this National Assembly as is enshrined under Article 95 of the Constitution. The Article says that as a House, we determine the allocation of national revenue between the levels of government as provided for in Part 4 of Chapter Twelve."
