    "content": "like this! That is why the national Government had to look for money and give to KERRA last year and this year. Hon. Deputy Speaker, we are doing the wrong thing by giving REA money through the counties as of now. It is not the right thing. That money should remain at the national level until counties have developed enough capacity to do it. I need ten minutes more --- I really oppose this Motion on those grounds."
