    "content": "Thank you, hon. Deputy Speaker. My issue is mainly on the beneficiaries of those loans who are not yet employed and the Board continues to charge them penalties. That is my concern. Going forward, we have to look into that issue seriously because those who are not employed do not have sources of income and imposing penalties on them does not make sense. Thank you, hon.
