I want to urge my colleagues that the principal object of this Bill is to provide an equitable division of resources and revenue raised nationally between the national Government and county governments. It is on this basis that Parliament will pass this Bill under Article 218 so that, by the time we come back, the Budget and Appropriations Committee will help us with a report and then, we will move to the Second and Third Reading of the Bill. That will be the basis for the Senate to develop the County Allocation Bill. Even at the county level, the county assemblies and the executive will prepare their budget and programmes.
