    "content": "indicated very clearly that we shared out to the counties up to 32 per cent of the revenue generated in this nation. That is the right thing. The Government is supportive of devolution. His Excellency the President has begun well. I also want to thank the President for recognising the fact that security has been a problem in this nation. He accepted the fact that it is historical, and pointed out the fact that he inherited it. He promised not to sit down and watch, but make sure that we have security in this nation. He has initiated the Nyumba Kumi programme, through which Kenyans are encouraged to know their neighbours. Apparently, those of us living in Nairobi, especially those living in non-gated communities, it is a bit difficult to know our neighbours. One might ask what business you have in inquiring into who and what he is. However, members of gated-communities can easily know one another and have their own internal security arrangement. Hon. Temporary Deputy Speaker, I also want to applaud the President for the housing scheme that he is going to offer officers. I come from a constituency that has no houses for officers out there. You find police officers living in very old huts, and we expect them to deliver services. I want to tell the nation that we should provide quality housing to our police officers. I also want to thank the President for the insurance scheme that he is giving the officers. The officers are our people. They are our children. They are human beings. As they go out there to fight with thugs, they have to be insured. I am happy that His Excellency the President has recognised the fact that they require insurance. It will boost the welfare and the morale of the officers. On food security, I am happy that the President has encouraged sampling, mapping and testing of our soils, so that we can know the kind of fertilizers that we are required to use on our farms, so as to boost production. The President has initiated, as a pilot project, irrigation of 10,000 acres. We must be alive to the fact that irrigating a million acres of land is not easy. It requires massive resources. Starting with 10,000 acres is a move in the right direction. A journey of 1,000 miles begins with the first step. So, His Excellency the President has started with 10,000 acres of land to be irrigated. This will help in boosting food security in this country. Hon. Temporary Deputy Speaker, I also want to applaud him on the maternity issue. We have our mothers enjoying free maternity services. The fear that I have is that the programme might not be sustainable because the health function has been devolved. Although there is a Presidential directive, the function falls under the county governments."
