This is so that everyone of classes One to Eight may have access to computers; Everyone can have one or two computer lessons every week. I think this way we shall be enabling our youth to acquire computer skills in a more organised way rather than insist that every child in Class One gets a laptop of their own; in this way every year we shall be spending sums in excess of Kshs24 billion on the laptops project. So, I would like the advisers of the President, and even the President himself, to relook at this and also remember that we know that this was his campaign pledge, but nothing is cast in stone. We have an opportunity to relook, reweigh and re-evaluate and see what is best for the country. In doing this he must remember that he is the President of this nation. He is just not the President for purposes of his campaign pledges on the Jubilee platform. I think the country would be better served if we provided computers for all our children. Hon. Temporary Deputy Speaker, secondly on devolution, I would wish to point out that as much as the President takes pride in stating that he has devolved all services to the counties, I wish to point out that the manner in which he chose to do that was unconstitutional. This is because the laws in this country provide that devolution will be done in a an organised way and through the Transition Authority (TA), which can assess each of these counties as to their viability in respect of each service that is proposed to be devolved. However, we know that the President devolved most of these services in a “big and bang” way That is why we are having problems with provision of some services by counties; more particularly I point out the health services, which were devolved when some of the counties could not provide them. So, I think we need to relook at that and re-energise the TA, so that it can do its work and give us reports, and be able to put counties to task when they fail. On devolution, I think we are looking at a crisis if we insist that we go the way the President proposes. Hon. Temporary Deputy Speaker, on employment I think the President has failed the nation. I think the numbers that have been employed in Government speak for themselves. The communities from which they come speak for themselves. Speaking for Luanda, I want to state that nobody from Luanda has been employed in this Government. On the Uwezo Fund, which we were promised would go to the youth, I think all the Members have said that they have not seen it. Having said this I also want to speak to the issue of the one million acres of land that the President has proposed to irrigate in this country. I think 10,000 acres out of one million represents only one per cent. I think scoring one per cent really is much lower than even an “E” in an examination. Thank you, hon.
