"content": "hospitals. However, the problem we have is on transport. Women in the rural areas have to travel far when they want to give birth. In some cases they give birth on the way. Transport to take them to hospital is very expensive. Some of those women in the rural areas still prefer to give birth at home and they face problems, others even lose their lives. We have a case in my county where a woman was buried yesterday for having died during child birth because she could not get to hospital on time. Another thing that I want to congratulate the President for is the cash transfer for the vulnerable groups; the elderly, orphans and the poor. I think that is on course now and it is an achievement that we have registered in all our counties. The other thing is the Uwezo Fund which we are about to roll out. You are all aware that we have formed committees in our constituencies so that they can run and manage the Uwezo Fund for the empowerment of Women and youth. That is something which the President and his Deputy had promised us during their campaigns. The other thing is the ICT intergrated programme or laptops, which is in the process of implementation. We cannot judge yet. We are waiting to see how the implementation will go. We are waiting maybe next year to get a report and we will be able to judge whether it succeeded or not. We also have the insecurity problem. This problem of insecurity is a major concern to all of us. I know the Government is doing its best to address the issue and that is why we have the Nyumba Kumi initiative. Insecurity is the concern of each and every one of us. We should be able to provide information if we know there are cases of insecurity that are likely to affect our stay. Lastly, I want to talk about 30 per cent Government contracts to women, youth and persons with disabilities. That is a big plus for the Government, if it is implemented successfully. I know we are going to create jobs and make livelihoods manageable in our homes. With those few remarks and comments, I want to congratulate the President for achieving that much within the shortest time possible. Thank you."
