Temporary Deputy Speaker, you will remember that during the referendum on the current Constitution, there were those who were for “Yes” campaign and those who were for the “No” campaign. Both sides basically agreed that the Constitution needed to be rectified. So, the common denominator was rectifying the bad parts of the Constitution. Part of that bad part of the Constitution is what has caused us to have costly governance structures. Therefore, it is high time that we amended the Constitution and removed the areas that have turned out to be costly to our economy. On devolution, it is good to note that instead of giving 15 per cent of national revenue to the counties, the Government gave the counties 32 per cent. The counties are young.
