The reasoning behind this particular provision in the Constitution was because when, for example, a Government is levying taxes or is collecting money for purposes of running its programmes, then this money must have been factored in its cash flow. So, if you deny them that particular money now, then it means some of the programmes will be interrupted. But we cannot allow them to overtax our people at the expense of running certain programmes. I conclude because we need this money and at the same time we must feel our people. We should stand this Bill down. Let us consult further and see how to move forward."
